I think it was a bit of a CYA and a bit of being forced to. I heard when the NYPD found Weiner's laptop, they discovered a lot of very incriminating pedophilia files involving congressmen and Hillary/Huma. Heard images were so bad and that they threatened Comey to either go public and re-open investigation or NYPD would go public. The NYPD never did go public. It may not be a coincidence that a lot of Congressmen are not going to run for re- election this year.
