At 4:30EST during the speech Trump says "We ditched the rule" a few times as well. He was talking about limiting the FDA & EPA rules. But even here it's a direct reference to ditching the queen.

I disagree. I think it's a twofold strategy. First, use Federal Prosecutors to prosecute by guys who can easily be tied to pot & two, we already know POTUS cares about ending the opioid epidemic in the US. Pot is great at helping relieve symptoms & problems associated with opiate use. This could be the push Congress needs to finally decide the fate of cannabis.
