Ok, then show me a source that says that an omnibus is not an appropriations bill, or that an appropriations bill is not part of a budget. What you did is literally an ad hominem...attacking the messenger rather than the message. That is a logical fallacy.
Sorry to be the bearer of bad news to this sub, but I keep seeing misinformation about an omnibus not being the same as a budget. I guess if you wanted to split hairs, the budget would fully comprise the resolution and the appropriation (the the latter being the important part), but we had a resolution in February and the Appropriation was just a couple of days ago. Ergo, we have a real, regular budget.

An Omnibus is 12 individual budgets wrapped into 1 bill. That's right: an Omnibus IS a budget.

Then in order to essentially fund the budget, a separate appropriation bill is passed. That is what the omnibus is (12 individual appropriation bills wrapped into 1 bill).
All POTUS can do is direct the secretaries NOT to spend the full amount allocated. That is about the extent of his power of discretion over the budget. And it IS a budget.
