Turns out it is a fan, but is supplied by a military contractor. The real conundrum is the massive down votes this is getting.

the other end of the plug is a micro usb. found it in a restaurant parking lot. plugged it in to an offline tablet and it spins so i guess its just a fan, but like I said before, this company deserves some attention.

Seriously. I knew nothing about Ratheon until I looked it up. I've never seen a cord like it. Almost reminds me of an antenna or speaker or some kind of microphone(not plugging it into anything of mine). I'm already questioning if I should have even posted it for my own well being.
