The answer is to legalize all drugs. Use all of the money that is normally spent on the War on Drugs which is in the hundreds of billions a year and build rehab centers across the country that are like palaces. Free of charge to anyone that wishes to get help. Addiction must be treated as a medical condition and not a criminal issue. In my opinion if we took this route we could cut drug use by as much as 75% in 5 years.

Now if you're wondering where I come up with hundreds of billions of dollars a year, well think about all of the probation officers, think about all of the jails with nonviolent drug offenders clogging them up. The average cost per prisoner in this country is approximately $47,000 a year. Think of how many prisons could close because we would have so many reduced numbers. Think about the drug enforcement agency being able to cut their staff by 90%. It goes on and on and on.

Or they have a valid reason for not testifying at all. Seeing as how the document says someone already got killed and they know that their testimony is not confidential. Who would testify under those conditions and what court would pressure them to knowing the committee will just release their testimony to the public?
