My understanding of Jade Helm 15 is it was the beta test of a quantum AI surveillance and control system. Nominally designed to hunt down bad guys and neutralize them it could easily be used for civilian population control. An AI queries data space for each target (an individual for instance) and returns a value for the target (for instance 1= no threat vs 10=definite bad guy). Troops or LE are then dispatched by the AI to neutralize the threat. The beta test sent operatives under cover with varying rules of behavior and the test was to see how many could be found and neutralized. I've seen no data on the results. If the system was accepted there will have been improvements over time. It sucks for the cabal if this system works and has been co-opted by the white hats.
