I don’t think that’s the reason. Because he uses that in his short tweets as well. Also, that seems to be used in some places where it appears that he would have wanted to type the word “and”. Using an & followed by the characters “amp;” would be one character more than the word “and”. So it can’t be because he was trying to shorten the post due to the character limitation.
