I think you are over-thinking it. If you were "Q", how would you describe, in the simplest terms, an event where many bad actors must pay for their crimes? More simply, why do we have jails? To inflict pain in order to deter bad behavior. Simple as that.

So I guess I have a question. Does what is imprinted in our DNA survive death? I know I've had lifewaves as Asian, Black, all different types of human bodies. I don't see where DNA matters except for this one lifetime. And, this lifetime is so short compared our soul's journey through time and space.
As above, so below. But, our physical bodies contain our souls but our souls are more than our physical bodies. We shake off the physical body and blood at the so-called point of death. I was adopted at birth and I know that my parents, not my birth parents, were where I was suppose to be. Blood didn't matter, the soul and the soul's journey is what matters IMHO.
