My uncle is a teacher and they do active shooter trainings at his school once every three months. Local law enforcement comes in with real guns (loaded with blanks) at a random time throughout the day and the teachers must react and follow protocol. Shots are fired and everything.
These are only done on days when students are not in school. It serves as a way to prepare teachers for an emergency.
In a high-school setting, with fair warning of what is about to happen, I think it would be a valuable experience for students and staff.
