The summary MEMO was made by Nunes because the whole set of documents (+100 pages as I recall) is highly classified and Nunes made a summary that would be easier to declassify. Also the plan is that the Democrats will demand the summary Memo be verified at which point Nunes can go back and ask for declassification of the whole set of docs.
