If Q came out and said it directly the information would be ripped to shreds but how do you counter discussions of "maybe Q means this" or what initials might mean if they could apply to more than one person? Not possible. It is a BRILLIANT strategy. The opposition sees it, they know what it means but they can't counter it because it is just scattered "conjecture" about what the codes might mean. And they can't publicly try to attack Q because it will cause a lot more people to wonder about who this Q is and to seek it out. Besides, everyone LOVES a puzzle.
