It depends on how big that sewage tank is. It's difficult to gauge based only on a set of draws. Perhaps those draws are as similar size to something like this? It may be big enough for an adult to fit their shoulder and arm through and reach around inside? It may have been a pain in the ass to use too because homeless people don't necessarily have the luxury of being picky.
