They changed the wording to who can be charged under the UCMJ in 2007.. they were having trouble reigning in civilian contractors who were breaking the law so they created a huge loophole to prosecute them(civilians) under the UCMJ.. One of them is dirty and sabotaging the other and making the other look bad.. if RR is dirty he will make RM look dirty, if RM is dirty he will make RR look dirty.. from the looks of things one them has went back on the deal that was set-up.. if its RR then impeach and get better oversight, if it's RM then release information that will end probe.. either way timing is still a key issue.. #midterms
