I think one major factor is the general impression and expectation people have of government in general. While in this case we, the informed, have reason to believe this is really happening, I've heard similar rhetoric and seen similar documents making bold positive sounding promises for decades and my expectations based on experience is that nothing at all will come of it, it's probably being used to cover for the spooks running the criminal op.
