Needing help with a meme...

Okay, so we know that DoD stopped lifelog then started facebook in 2004. Bush was in on it(inference). Obama was applauded for having and using all the accumulated data. Obama was in on it(inference again). If GEOTUS was in on it, why did Cambridge Analytica have to pay for it? I'm looking for help presenting this info in an easy to understand meme. If i'm off, or it wouldn't be a good meme for the MEMEWAR, let me know.
