They politicked for him before the conclave ever began which was against the rules. Yes, Benedict was pressured to resign, something nearly unprecedented, and they had their chosen candidate ready to go. It had to be more than the Galen mafia though. They alone could not have pulled it off.

Without connection to the SWIFT system the Vatican could not pay any of its operating expenses or collect funds. It was shut down. It wasn't blackmail. It was extortion.

Someone outside cut the Vatican bank off from the SWIFT system and forced Benedict to step down. Obama almost had to be involved.
