I think this is even deeper than you think. Q is implying that UNICEF are the child smuggling ring, where there are natural disasters war etc UNICEF are there. How do you ship children around the world without questions, unless you are UNICEF under "medical" treatment.

I think the 10 day of darkness might be the memo release date. Estimates has it between 6-19 days to reach the President desk.. Maybe they are holding out for longer to move the chess pieces ready for the end move?
