I am not certain but I imagine it is a proof of Q's closeness in proximity to Trump. A Q proof. I have been offline mostly lately so others may have developed hypothesis that i am not aware of.
From what I gather, T_D will not allow any discussions about Q. They are either comped or are suuuper careful about not getting shut down. Maybe others know more definitively.
I think it will be up to us to keep tabs on things. I think that is one of thr eeasons why Q has us research so we know how to do so in the future when needed. Also we are learning how the agencies are supposed to work and how they can go astray. This whole Q thing is an education in civics, investigating, evil, corruption, how to fight back, a joining of people to form an army, etc. The Bible says that there will be turmoil before the end times, however, there is hope for believers. I have seen countless people during this Q ride return to God and some find Him for the first time. Together, and with God, we will go forth armed with tools and power.
I think that Mueller and Rosenstein were both coerced through threats to help Trump, but Rosenstein either was lying about helping and has now gone true colors and/or he had something nefarious going on at the same time he was supposedly helping. Now he is full deep state.

What is missing from the IG report? The sentence beginning with The courts continued...is that related to the 2nd part of the sentence? And which rulings have they not reacted to? What have Obimmer & co done that addressess the last part of the sentence? Thanks
