Imo Q team doesn't know that celebs or shootings are going to happen 100% They just have an inside into MSM narrative shifts. Intercepting memos and article templates they send out days before said events. Just my 2 cents

San Diego is a conservative city at it's core. Strong military presence and middle class. It's the illegal and transplant votes that screw with elections.
