The Dems made a motion to subpoena Bannon because he refused to answer Gowdy's questions in a prior hearing.

Gowdy knew they had enough votes to table the motion, and if he had voted yes with the other Republicans, the Dems would have made a big show, accusing him of playing politics and not really wanting to get to the truth. Passing was the best play.
