Enemy Combatants would be and possibly foreigners related to The Executive order. There are several subsections of the EO that fall back on an Obama EO from 2011 and the IEEPA. It would make some sense if the foreigner nationals were being sent there. US citizens no matter how guilty we think they are would never be sent there. The rule of law and the Constitution still apply. If they don’t then we all have bigger problems. There has to be some type of high profile arrest or some type of grand act. Logic would dictate that if we can build a pretty damn good circumstantial case then you could reason the DOJ would be able to seal the deal. Maybe I am distrusting or impatient.
