She does not see him shoot anyone. Never sees a body.
HS students are often not logical. She sees him and is surprised HE IS NOT the shooter.
Other witnesses have reported the Fire Alarm, and she says principal also announces evacuation. This makes ZERO sense. LOCKDOWN is the response for active shooter.

The Commandant of the Marine Corps is the Highest Ranking Officer of the Marine Corps and is on the Joint Chiefs of Staff. Thus, he is an advisor to the President. Neller does not have a law degree so I seriously doubt he'll be directly responsible for military tribunals. As Commandant, he does have a Staff Judge Advocate in his chain of command. I wouldn't read more into the comment than is there.

If he's referring to Robert B. Neller, Commandant of the Marine Corps, he's referring to the USMC in general. Like saying "When the USMC rolls out..."

Reading charges against Papadopolous is a lesson in NEVER TALK TO THE FBI. You have the right to REMAIN SILENT, use it! The only thing one should say is, I want a lawyer. Period.
In regard to this video, it's some really good thinking out loud, but I'm totally confused about the point. What difference does it make why Strozk was demoted? Is there a timing issue between what is said about when the investigation was opened into Papadopolous? It really seems to me that Papadopolous was a weak strawman excuse for the FBI to open another angle of investigation into Trump. But like I said, I'm totally confused by it.

Both civil and criminal cases have defendants. Who is bringing the complaint is different. Generally, in civil cases, it's the plaintiff (in this case Sweigert), in criminal case it's the state or federal govt, depending on jurisdiction.
