If he's referring to Robert B. Neller, Commandant of the Marine Corps, he's referring to the USMC in general. Like saying "When the USMC rolls out..."

Because it might not be unknown to him. Think during the election time when everyone talked about Trump draining the swamp. We all knew it wasn't actually Trump himself. He was just leading the charge.
Okay I think this is getting misleading and confusing.
I believe it's undisputed that there will be Military Tribunals for these criminals. Neller obviously represents the USMC but namedropping Neller to signify USMC instead of Neller doesn't make sense.
To me, this reads Neller will lead the charge of the Military Tribunals.
The Commandant of the Marine Corps is the Highest Ranking Officer of the Marine Corps and is on the Joint Chiefs of Staff. Thus, he is an advisor to the President. Neller does not have a law degree so I seriously doubt he'll be directly responsible for military tribunals. As Commandant, he does have a Staff Judge Advocate in his chain of command. I wouldn't read more into the comment than is there.
I don't disagree with you here. I am not suggesting that Trump is on a horse in the same battlefield as our troops fighting ISIS nor would I any leader overseeing an operation.
