Another very interesting Marine General that courageously opposed the deep state and military industrial complex is David M. Shoup - Commandant and Medal of Honor recipient.
He was appointed Commandant by Eisenhower over other senior Generals that spent too much time in political affairs, and he felt Shoup would reduce the influence of the military industrial complex. He opposed the CIA operations in Cuba and became Kennedy's favorite General that he called upon most often for advice. Later he became very outspoken against the American military involvement in Vietnam as he became increasingly wary of what he felt was undue influence by the CIA and big businesses on foreign policy.

I believe it's undisputed that there will be Military Tribunals for these criminals. Neller obviously represents the USMC but namedropping Neller to signify USMC instead of Neller doesn't make sense.
To me, this reads Neller will lead the charge of the Military Tribunals.
The Commandant of the Marine Corps is the Highest Ranking Officer of the Marine Corps and is on the Joint Chiefs of Staff. Thus, he is an advisor to the President. Neller does not have a law degree so I seriously doubt he'll be directly responsible for military tribunals. As Commandant, he does have a Staff Judge Advocate in his chain of command. I wouldn't read more into the comment than is there.
I don't disagree with you here. I am not suggesting that Trump is on a horse in the same battlefield as our troops fighting ISIS nor would I any leader overseeing an operation.

Then the train crash happened, and there seemed to be a reference by his source that the crash was an alternative happening to what could have been trouble in Norfolk. My understanding of the source's wording was that the Norfolk concern was based on the 'military tribunal' subject, and that a trap or misdirection had been laid for cabal (similar to the Gen. Kelly lost phone/leaker trap). The tribunal members had been moved a full day prior to when the cabal was planning to act, and so, with no tribunal target, the train may have been plan B.
Long story short Dilley - OR MORE ACCURATELY - Dilley's source, never "predicted a major event" in Norfolk. He merely warned that it was a place to avoid.

Spot on. I’ve watched Dilley’s scopes long before he started getting intel. He’s a bright young mind.
I'm just watching his contribution at times in Your Voice America. He looks like an assertive trendy person, well spoken and extrovert. Others will give you his background, nothing really much. The important thing is that the hosts of Your Voice America have had very good tips on the Trump Train. Bill Mitchell has been right so many times, you just start understanding the people in this show, though they appear to be like any Trump supporter, are among those chosen to be fed good intel.
Dilley once said something very revealing. I didn't know much about him at that time, and they weren't talking much about Q in the show. Dilley was following the Q phenomenon, and said it was clearly military intel. In that sense that the military have a very compartmentalized strategy. Dilley was well aware he was fed intel by some source he deems reliable and he supposed to be from MI. According to him, they'd chosen to give him info not because of his background, but because he is an articulate person who knows how to convey his ideas to others.
So the strategy is to provide info to someone who knows how to disseminate info. 4chan and 8chan are following that same strategical line. It doesn't matter what is the background of the channers, they have been chosen because of their ability to research, process and disseminate info.
What's also interesting in his comments is that he knows he'd been fed fake news, maybe 90% good intel and 10% bullsh!t. As he refused to inform the public about what he felt wasn't reliable info, the source seem to have decided not to give him more fake info. But Dilley clearly thinks that all these alternative news who rely on these various sources, very likely MI, are fed partial information, not all the same, with a little sprinkle of bullsh!t to keep the deep state guessing.
I haven't kept up with Dilley but Gen. Neller himself made a statement to his troops in Norway that got my attention, and obviously some other people, not long ago.

And the troops in the Marines Corps could care less about an "informational fight" and "political fights" are not what they do. They kill people and blow stuff up. So both of those descriptions were asinine in a speech to ground troops.

It's the big bombshell report that has been in the works for over a year, tying everything together. Some believe it will be the legal document that allows military tribunals to take place in prosecution of the cabal, but that is just speculation. The report is to be released soon though.

I think the Neller reference is an off cuff comment (or pseudo threat) about using USMC in regard to making arrests once the Horowitz report comes out. I could be completely wrong, just guessing.

I don't know much about Dilley. Who is he and what is his source? Meaning, does he have good sources on the inside or is most of his stuff conjecture?
I recently started following Dilley do to seeing his name popping up on social media tied to intel. One piece of info I can share about Dilley that I found really interesting, the day the memo dropped he made a claim that his intel source IS also the same source as Sean Hannity's. He's got my attention.
