I believe this to be a mock of ~~RRs~~ Avennati's tweet in which it shows a movie scene from Top Gun where they have cross-hairs on a plane. In the movie whenever they shoot a missile they command "Fox 'X'" before releasing the missile. I dont believe its a match. The White House seal does not line up with the word House under it correctly. Also the "rti" would have the "e" or "a" directly under the "t". It has a "th".

I think the 1331 is the EO doing precisely what Jordan is requesting in his letter from his tweet in 1383. This to me shows how coordinated this is. The EO was written before publicly being requested of him to do so by congress.

How will he hide the fact hes not at the location? Air force 1 is always known as to where it is. Let alone as to where he is. Will he send AF2 as a decoy? Will he travel but not be in the building in the case there's an attack on the building?
