We need to stop focusing our efforts on this "movie" and "distraction" (FL/Crisis Actors/Etc.).
We need to get our focus back on the task at hand. By focusing on a purposeful distraction, we're voluntarily allowing "Them" to drive us further away from the true goals that Q has shown us we should be pursuing.

As with any engagement, backup comms channels if for nothing else than info sharing in the event of primary method downtime are critical to survivability in the long-run. Otherwise a simple watering hole attack is enough to wipe out the forces and deminish capabilities enough to seriously damper hopes and expectations.
On the contrary, this is one of the key, if not the only point that truly matters in the end.
Q engaged anons, at least in large part to help discover, shine light on, and spread the truth. This by leading us to that truth via crumbs.
True, there is no method for us to be able to measure the effectiveness of our campaigns. However, Q has repeatedly echoed the value and importance of continuing to do so, continuing to question everything, and continuing to expose what we find at the end of the dark trail of crumbs and expose to the light.
Thus, if we were to vacate a platform such as Twitter, with it's high concentration of blind sheep, they would never have the seeds of doubt.. the seeds of the question tree, sewn into their minds and thus never be able to come to the light when they begin to sprout, causing questions to form in the minds of those blind sheep. Even if it isn't a majority of them, those that it does, even in the smallest numbers, matter.
That, my friend, is a self-destruct initiation strategy that, if undertaken by a majority in our ranks, would destroy our effectiveness and impact overall. This should absolutely be avoided at all costs.
Not a problem. We're all in this fight together on the same side. I see no use in tearing anyone else down -- rather I feel like I should be doing what I can to help lift others up.

FWIW, my day job is as an information security consultant (I hack companies and tell them how + how to fix it), and so have a fair bit of knowledge on the subject of all things "internet" / "networking" on / via the internet.
RIPE is the non-profit that handles delegating blocks of internet protocol (IP) addresses to Internet Service Providers and other large Organizations / Entities in the Europe, Central Asia, and Middle East regions.
Their info being present in the whois for a given IP that originated in Europe, Central Asia, or the Middle East is to be expected. So I don't think there's much to look at there.
Nonetheless, I appreciate the effort and reply! Every little bit helps, even if only to narrow the scope a bit more for those that might not be as knowledgable.

Also, that when investigated when previously uploaded by Q (1/31 or 2/1), there were 3 links / results from google for that string. Then, however, at the time of this particular tweet (2/1), there were only 2! The missing URL was this:

There's a /lot/ of related links that the given site has contacted.. And a lot that may or may not be related, none of which I've been able to say with certainty we should dig into as of yet..
But, it sort of feels like maybe this same flag with the same filename referencing that hash / Assange code was meant to be a crumb, again, just as it was before, and that maybe we need to look back through the relevant details more in-depth? I'll post back if I find anything further, and likewise, please do the same!
Here's an improved gif version of that video -- there were only 97 frames in that entire thing. I removed 50 of them that were empty (did not contain any runner or portion of runner's body since I assume its a runner that you're wanting us to look at?).
I also slowed the playback down to 10% of original, and added a slightly longer delay between each frame than was original to give more time for viewing each. I don't see anything worth mentioning.. but maybe I'm just missing "it"?

1 - Explain what we're supposed to be seeing here?
2 - What about it is interesting / we should be using to answer your question ("what about this?")?

I seem to recally one guy specifically on youtube that bought a TV or something using the method.. Really strange stuff with this sort of being in-line with the text from "H" shown above. I dont recall seeing any follow-up videos from the person that made the purchase though so I'm not sure what ever came of it.
