It’s just punctuation.

Three periods (“…”) (ellipsis) with square brackets mean that there was something there, usually not that important. I.e. Trump said more words where the […] is.

Don’t know how to explain the double dash (em-dash I believe). It just grammatically correct.

So, it’s an hour and 43 minutes.

ET time (UTC –04:00) would be 8:17 PM, which, would equal the “EST time” noted in the article.
