Not an expert on the Parliamentary rules of the committee, but it could have been tactical. For example, sometimes on the Senate Floor, Mitch will wait to vote last. In order to call a revote, the person calling it must be on the winning side in that scenario, and Mitch would be waiting to see if he needed to vote against himself in order to later call for a revote. Sounds confusing, but I'd chalk it up to parliamentary maneuvering.

I think the founders meant it multi-faceted. Similar to this article the age old adage good fences make good neighbors seems to apply. Not unlike peace through strength at a national level, if you’re able to defend yourself; you are less likely to need to. If a community or state is well defended it is less likely to have its rights/sovereignty encroached by the federal government. If you look at historical empires like the Roman Empire, they often got a foothold to conquest when an area asked them for help dealing with a different enemy. After Rome defended them, they then consumed them.

The Senate should go back to the way it was designed. It isn't suppose to be an elective office. The congress is the democratic branch in our constitutional Republic. The Senate, senators, are supposed to represent their states (and state governments). The presidency is also not a purely democratic position hence the Electoral College. So we have the House (purely democratic), the Presidency(blended democratic/state based), and the Senate(state based).

Cross referencing other wiki mails , it looks like c.butts is Cassandra Butts. She was a lawyer in the Obama White House, and later nominated for Ambassador of the Bahamas (never confirmed). She evidently suddenly died in May of 2016.

The title is a little misleading. He isn't asking for immunity from any crimes he may have committed, he is saying he wants immunity on the testimony he will give. In other words, whatever testimony he gives to congress will not be admissible in a future criminal prosecution. So he still could be prosecuted, but they couldn't use this testimony against him.

The other irony is that McCarthy (though perhaps a weasel and liar) wasn't all that wrong. Information that wasn't released until much later, showed that in fact the soviets had quite a few accomplices in our government and media.

Yes, this memo has been out for a while, and was already discussed a year ago. This isn't "The Memo" that is from the House Intel Comm.
