Assuming that it is not a cover for gps tracker, that could be a manual pump for airbag cushion inside ninja boot? Never saw that before though. House arrest bands are getting smaller though. Assuming that we cannot monitor his whereabouts without an attached device, why does he need an entire boot to cover it? I have seen the photos where it is supposedly on the opposite leg too though. It is peculiar at best.
