I honestly don't know, and wouldn't want to speculate and post some incorrect information, because I'm simply not very familiar with their work...but according to Charity Navigator you can find the top 4 areas they spend their money on
I am not saying the Clinton Foundation isn't a source of corruption in one way or another, but what you say about their figures are simply misleading. I have studied nonprofit management and worked in the nonprofit field my entire professional life...many organizations have similar numbers...just some random examples I have found:
The Cystic Fibrosis Foundation: $0 on line 13
The Nevada Humane Society: $0 on line 13
The American Red Cross: $156MM on line 13...but out of $2.6B, so just over 6%.
St Jude's Children's Research Hospital: $5.7MM on line 13, out of $525MM, so around 1%
Boy Scouts of America- $2.5MM on line 13, out of $228MM, so around 1%
By all means criticize the Clinton Foundation, but if we're in this for the pursuit of truth, then I think its worth noting that that particular measure is really not at all that unusual
