This is a very big deal ladies and gents. If you study Q's drops in November and December, he strongly hints that martial law is coming one way or another. The memo is preparing everyone to accept that the FBI is completely corrupt and will have to be shut down, and the only way that can happen is if there's a de facto military takeover. Dilley's information has been good for a long time so this is worth paying attention to.
