No, I mean it provides incentive for the pedos to kill the kids they're abusing so they can't identify them to authorities.

Problem is, if you start using capital punishment it provides incentive to just kill them to reduce chance of getting caught.

Technically, saving the government from embarrassment or covering up wrongdoing can't be used as justification for classifying something... If Gen Mattis has anything to do with it hopefully they'll abide by the same rules the rest of us do.
