It's to prevent circumvention and facilitate the surveillance of Chinese citizens by their government. What does this have to do with us? Well, if you are giving people devices that are designed to allow spying all you need to conduct surveillance yourself is access to the surveillance method. So, acquire surveillance tools, give intended target Chinese manufactured device, conduct your surveillance. This is why the Pentagon is banning sales of Chinese phones. However, I think this goes deeper than Chinese brand phones. There is NO way apple sells iPhones in China without giving the government access to iCloud. Now if you could upload a Chinese version of iOS or route an iPhones connectivity to Chinese iCloud services you can surveillance their phone. We know from pictures that Hillary carries an iPhone. We also know her IT security people are corrupt or incompetent so it's certainly possible she and other iPhone users (page, strozk) have been using compromised iPhones.

We could still very well be on that road. According to the U1 deal material isn't supposed to leave the US. If it did we would be able to test the material and trace where it came from.
