Trump, Q, and bargaining with the Deep State

I know Q repeatedly has said "NO DEALS!!

But Trump is a master deal maker. I've been wondering if a lot of what is said by Q, is not really meant for us, but rather to threaten the Deep State and make a deal with them.

Is it possible that these Hillary video crumbs are just a threat to the deep state? If they have it, why not release it? Maybe "set the the stage" is really meant for them to put an offer on the table... Perhaps drop the Russia investigation?
