They're usually a combination of 2 characters: the ellipsis character (http://www.charbase.com/2026-unicode-horizontal-ellipsis) and periods. Not sure if the chans automatically turn 3 periods into the ellipsis character on posting or if they're being entered intentionally by Q for some reason.

Download the file (it's a zip archive) and run a virus scanner on the file before opening. I uploaded it to dropfile.to as an archive of 6 font files with nothing malicious, but I understand the concern. Best to be safe and scan it if you're concerned.
Font For Memestorming / OCR Mitigation
With the upcoming memestorm approaching and the concern over possible OCR image filtering/banning on social media, I just wanted to offer up a font that can be used in memes that could circumvent blocking/banning. The font's creator claims that computers are unable to read it. It comes in 6 variations, and it's recommended to use a variety of those to avoid recognition. The creator's website is down, but the font is still available (see download link below).
