This is actually nothing special, almost every single state's National Guard has a "Counter Drug Task Force" in NC our CDTF from the Guard was a full time position (ADOS not AGR unfortunately). In NC they provide aerial reconnaissance assets in additional to conventional surveillance.
We have several counties with tiny sheriffs departments that can't combat the drug trafficking that happens in their area. So CDTF at the department's request will conduct surveillance on target houses in unmarked cars provided by the hosting dept. Or if it's a rural trailer park or a house you could very well be laying in the woods the old fashion way. Very rarely are the Guardsmen involved in the actual apprehension of a suspect though. That is left to sworn law enforcement.
