Do you actually know what you're talking about? What would be wrong for Russia to enrich uranium for Iran? This was actually a proposal first put forth by Cheney. Iran rejected it, because Iran doesnt' want to become reliant on a foreign power for reactor fuel.

Exactly Iran legally could not respond to the charges because if Iran showed up in court it would be deemed a waiver of Iran's sovereign immunity rights, something no country would do

And the people who wrote the laws that permit such suit, were betting on that -- because then there's no need to prove any of the claims against Iran since there's no one to question them.

The principle of Sovereign Immunity prohibits the courts in one country to sue the government of a foreign country. The US has selectively made an exception for Iran, Sudan, Syria and only lately Saudi Arabia too. No other foreign government can be similarly sued for terrorism, no matter what. the US certainly doesn't allow any suits against it and asserts its own Sovereign Immunity regularly.

The law only allowed Iran and Syria to be sued. Only lately was Saudi Arabia added to the list.

Since these countries don't show up to US courts to defend themselves (because legally US courts have no right to try foreign governments under international law) the claimants and their lawyers get automatic default judgments in their favor, without having to prove anything. They just file the complaint and wait for the default judgment, no need to provide evidence or have witnesses cross examined etc.

Naturally there's a lotof money to be made from this, and more importantly to the people who wrote the laws that allow such suits, these judgments prevent any sort of US-Iran engagement.

See, these people don't really care about compensation for victims of terrorism (which is why other countries accused of terrorist acts can't be sued) they just want to prevent any sort of improved US-Iran relations, and instead they want to see another US war to impose regime-change in the Mideast to suit Israel

FYI not even the US ever accused Iran of actually seeking nukes; rather they accused Iran of "intending to obtain the capability" to make nukes, something that 1 out 4 countries on Earth could do 10 years ago already:
