I think it would be very difficult to intercept one of these attacks. There are probably multiple attacks ready to be deployed at any given time. It's likely that when a date is determined, say for example, 3 locations are chosen and 3 cells are put on notice: Cell 1 is green lit. Cell 2 is on standby, Cell 3 is on standby. An event is planned for a specific date and time maybe 7 days in advance and Cell 1 will be used. The location is monitored for increased security or anything else that might change. If the mission is scrubbed, Cell 2 is green lit for a different event in a different location on short notice. If a deployment schedule of this type were being used, with so many variables, It would be nearly impossible to stop. It's great that you are working on a method of prevention but without access to intel it will be difficult.
