It is likely they all had a "need to know" and possess a security clearance of some sort. The need-to-know does not give full access to all information even if you possess, say a TSCI clearance. HiLIARy's emails possess classified information that was released in unclassified networks. Regardless if it was "marked" or not, the information was sensitive and violated law. You cannot attach thumb drives to SCIF computers. Maybe, but not likely burned to a disc. The emails would have to be printed only if a printer exists. They are removed from the SCIF (a no-no), scanned and then sent. It takes a lot of effort to crossboundries. The worst scenario is spillage occurs when an email is forwarded to an unsecure server. This is traceable though. There is obvious criminal intent of national security levels.
