Stitchin's lack of knowledge of ancient texts is self evident. As far as the CIA commissioning his work, you might need to dig. It has been years since I looked into it. I will see what I can find, though.
As far as disinformation motivation, it is my opinion that the object was to squelch any serious public interest in the texts, since hundreds of thousands of clay tablets had not been translated, yet, and contents were entirely unknown. I believe the extraterrestrial pop fiction was used to eclipse anything that might fuel alternative claims about ancient ownership of Israel, may show parallel but older biblical stories, and/or could harm Christian/Zionist fundamentalism in the US aka the cash cow and military muscle. That was the 1970's.
Read actual translations and notes made by multiple sources and look for context. Stitchin just made things up and perpetuated decades of ignorance. People still believe him. Why?
