Not really, she sinergizes very well with Vira. If you have both of them and play Lucha with tag team you can absolutely destroy everything with 6 turns of guaranteed TA.
And her second skill has a lot of worth, especially on light. Not to mention her crit up for the whole party passive.

And so what? Just because you need a massive grid doesn't mean it's the worst element, just that it's harder to get. Plus, you can be very strong with just a magna summon. It's a f2p friendly element, and hitting the cap barely matters when you have DATA. The modifiers for DATA aren't as bad as you imply, you just need to know when and where to use them. Unlike other elements you don't need some gimmick like enmity or a full murgleis grid to be of any use.
In the end of it all, you can't win against the nips so why even bother.
