You underestimate hosting costs. A 3 bucks of month VPS, if there is such a thing, would let you host a text board at most.
Surely the bill would get real fat if GBs of images and webms were hosted and downloaded by hundreds of users. If such a service existed for less than $10 everybody would be hosting imageboards.
