Wish I knew.
Coordination between General and MCT has been a mystery to me. It just sort of "works" when it works.
Realize that people pop in and out of General all the time. They might not see a notable. They might not see the top of the bread. They might just graze on the bread going hither and yon at random.
The ones who are serious/committed to participating in an Op are going to be in the Warroom bread (I hope). Or wherever they perceive the 'action' is.
Posting on a QR General during an Op would be helpful to alert those anons who are not paying attention, who did not notice a call to the Warroom earlier. Posting a set of Ops memes plus Op text (what to do, where to go, how to help) gets some of the anons galvanized.
Recall how we did it during the #Obamagate op. @babyfist ('patchfag' to some) would post "don't let Obamagate stop trending" pasta, and then I would post some more pasta with a set of 5 memes that hadn't been posted recently.
This served to keep the Op in people's awareness and maybe make some of their guilty(?) if they were not participating but could have been(?)
Posting memes in General is also the same as posting memes on Twitter, in that it's just another social media that reaches whoever happens to be watching QR.
But, it is a pain in the neck to try to copy everything back and forth and keep 2 breads in sync. I've tried it a couple of times and it's impossible. So that is not a realistic goal.

Also, calls to action on QR need to be written in such a way that the don't piss off anons. I can get away with it because they know me as the memefarmer and I have some automatic cred built up for that role. The calls to action should not be repeated more than once per bread and they should be friendly and collegial in tone. We have seen some calls to action in QR General that pissed off every single anon including me, because they were perceived as too bossy or too directive or too "foreign" to the spirit of QR.
Memefarmer has never been yelled at by anons for posting "Don't let #Obamagate stop trending" even though they saw it before (Shills yes, real anons, no.)

Opps will start typing questions we have heard.
Others can type their questions too.
When convenient, anons who know the answers can answer them.
After a while Unit Opps will scrape the questions & answers and make a nice FAQ thread from it. Then we can delete the Under Construction thread.
Because it's going to be chaotic and non-authoritative while we're developing the info. Under Construction is not the final work product, it's just a place to gather the info before formatting it into something more normie-friendly.

The Meme library is divided into folders.
We do not give out the top level folder anymore, because we once got hit with a spurious copyright claim that would have taken down the entire library. To contest the claim we would have had to dox ourself – name, address, phone number, etc. and we were not willing to do that. (MF = High profile, high risk role)
