From my perspective:

Went to the store yesterday. Signs everywhere saying it is a class C misdemeanor if you don't wear a mask.

Walked in sans mask bought what I needed, paid for it, and left.

Blood pressure just from the audacity was a little high, and I'm certain the look on my face prevented the 10 other people in the store from mentioning anything.

Came home and started digging on Governor Brown again.

Archived the pages, took screen capture, and found the laws they are using to "enforce" it.

There have only been 274 deaths here attributed to COVID19 (likely a false number).

Besides the "A law repugnant to the Constitution is void" factor I considered the angle POTUS took.
