If ISPs are common carriers they need government approval to operate. This is why they want to keep net neutrality, so they can control the internet access points by ensuring only a small number of controlled ISPs can exist, thus making it easier to censor things.
There is nothing in current net neutrality that prevents this. Net neutrality is about sharing infrastructure it has nothing to do with any of these things you shills are claiming it has to do with stop lying.
