I think the map illustrates what Q is by proving that P is in the center of it all (evil, corruption, etc). Draw a cricle around the map and then draw a line from the PINDAR to the bottom right of the map where it says BREADCRUMBS, QMAP and PLEADIAN GUIDANCE.
