Statistically based on history, about 30% of these would be indictments.
Every indictment can name any number of people. Given the nature of the RICO enforcement that is clearly going on, it is likely the average number of people for each indictment is higher than statistical norms.
My personal conservative estimate is around 150,000 people. It could be as high as 300-500K people, though. In theory (just based on the likely indictments), it is at least 30,000 people.
