A deleter carefully examine the request for validity and ask to the
rightful person.

The rightful person re-examine it for validity and pass the request
to Jim-san with special CAP.

Jim-san re-examine it again and does the moving.
That is the procedure, which Jim-san and Ero-san agreed.

CAP in order to do the thread moving request to you.
