Just spitballing… The guys he's honoring were able to help get secure message through because they based the communications not on English but Navajo. The enemy was expecting English and tried to break the code using that as the base language. Trump may be doing something similar here - sort of. Expecting normal mil comms traffic and instead, parts are going through various boards in code. An added benefit is that it's all out in public, so he could be keeping a real-time record of some things by coding them and putting them here for later retrieval if needed. No question later on about if it's authentic or not if it's been sitting here all along. No one can then deny that records he provides are original documentation.
