Clausewitz - On War
There is also Machiavelli's The Art of War but I haven't read it and can't really judge it. General historical military reading should include Thucydides, the Anabasis and Hellenica of Xenophon, Caesar's Commentaries on the Gallic War and Commentaries on the Civil Wars, and Procopius's Wars of Justinian. That's all I've got, I'm sure other people will have a lot of other suggestions. I'd recommend you start with Thucydides.
